The Chief Judge of the Federal Capital Territory High Court, Justice Ishaq Bello, has blamed shoddy investigation of cases by prosecuting agencies for the slow dispensation of justice in the country.
Justice Bello said this on Monday, at a special court session in Abuja to mark the beginning of 2015/16 new legal year.
He lamented the inadequate usage of multi-door courthouse introduced to reduce the workload of normal court process and speedy up the dispensation of justice saying, only 83 cases were recorded by the courthouse last legal year.
The delays in the administration of justice stemming from rampant adjournment and stagnation in the prosecution of cases, were frustrating for litigants, according to Justice Bello.
“We intend to reinforce the effect of case management techniques in our courts and the revision of our rules is ongoing in the revised rules. We intend to dispense with procedures that rely on undue technicalities by adopting the attainment of justice as its ultimate goal.
“We will substantially alter those procedural steps in civil proceedings that contribute to the perennial challenge of delay and expense. Some far-reaching measures have been introduced in the proposed rules, and we hope its strict implementation would shorten the life span of the hearing,” he said.
Justice Bello said that the FCT judiciary was determined not to be influenced in any way by factors outside the law. He said that the judicial officers were committed to apply only the law as the constitution dictated in the dispensation of justice.
